I just finished the 6 month restoration of the subject 1985 Goldwing Limited on Friday, July 5, 2019.
The Cruise Control properly engages after the motorcycle has been sitting either inside garage for many hours or outside overnight.
No problem riding from Virginia Beach to Richmond VA at 7:30 AM.
But departing Richmond at 12:30 PM (ambient air temperature around 95°F), the Cruise Control will not engage.
Reproducible Friday afternoon and Saturday morning.
Test #3 will start this morning at 6:30 AM.
Speedometer works fine. GPS speed 65 mph. Goldwing speedometer reads 68 mph. About what I expected.

Got my 1985 Goldwing Limited out of the shop on September 7, 2019. New speed sensor for Cruise Control. Test rode to OBX.
From David Riley to Peter Venne ... after Jim Puckett's test ride to OBX (NOTE: cruise control worked much better, but the problem of it not re-engaging after almost 50 miles of working perfectly STILL occurs. After continuing my test ride w/o cruise control for another 20 miles, the cruise control starts working (engaging) again).

He's having issues with the Cruise Control. Some parts have been replaced/serviced but today it didn't work as designed and frankly, I know the Limited and SEI 1200's were their own special thing beyond the regular GL1200's.

On the Limited and SEI 1200's The the cruise control is operated by vacuum. I would check for any vacuum leaks, verify vacuum is present at the cruise diaphragm under the false tank. (NOTE: I don't know how to check for vacuum leaks).
Replace all the vacuum tubing that goes to and from the cruise actuator.
Verify continuity going through the cruise control switch. Replace both clutch switch and brake switches on handlebars, the switches tend to degrade after time.and will cause the cruise control not to work. Last thought, how long since the throttle cables been replaced or lubed?

Interesting. Do you have the manuals for the '85 Limited. Trouble shooting without these is a hit/miss scenario.

Precision Motorcycle in Virginia Beach VA does. They have done all of the work to date on my restoration project. They are going to try to diagnose and fix the problem during the winter months when they are not so busy.
