Starter hanging up
sometimes I have to rock the bike in gear to get it to reset to start 85 Interstate

The starter doesn't work that way. It's not like a car where it engages or disengages, and can become "hung up." It connects to the engine via a sprag (one-way) clutch. When the engine goes faster than the starter, it disconnects. If it didn't, your starter motor would pretty much explode once the engine started. That's why you can crank the starter when the engine is already running without causing any damage.
If the starter is intermittently not cranking, you've got some other kind of problem. Top of my list would be worn brushes in the starter.
