I am changing the fuel filter as the 1985 aspencade is not running smoothly. With the hoses and filter removed when I turn the petcock on there
is fuel flowing not a copious amount like I have seen on other bikes. Then I attach the hoses with the filter and there is still fuel flow at the
hose that attaches to the pump. (Hose pointed to the floor) Bolt the fuel filter back on to the bracket turn on the petcock and no fuel flow.
Also the pump only works when the engine is cranked What is wrong?

Nothing that you described. "Other bikes" are mostly gravity feeders not dependent on fuel pumps. Your fuel filter seems to provide just enough resistance to siphoning from the tank located down low, under the seat to stop the dribble, or the dribble was done anyway. You'll note that it's an uphill trip from the fuel pump to the carbs.

It might help for you to "describe" this term "not running smoothly".
