Arm rest attachment help

I just purchased a 1986 GL1200 Interstate and in a separate box that came with the bike were two arm rests for the rear seat, mounting hardware, and a bag of random nuts, bolts, and washers. It is not clear to me how the arm rests attach to the mounts on the bike without them flopping around. I have attached some pictures of what I have and wondering if someone with arm rests on their GW could let me know what I might be missing. Thanks!

hey just saw your post
have the same arm rests on my 86
p/o welded a piece on the bottom of the arm rest sleeve so it could not fold down when you put pressure on it
down side is passanger will have to get on first then slide into rear seat
hope this helps or if you have found a better way please let me know
