Do you have a stock type air cleaner installed?
Have you tried to spray a little fuel into the intake?

Process of elimination.
Check for spark on plugs
Loosen gas cap( if your gas cap does not vent properly, you could have a vacuum )
Fuel pump- I always install a transparent fuel filter , that way I can see if fuel is flowing ( being drawn/ pumped). If pump is suspect, remove and test
Tip over sensor- could be loose or faulty
Plugged fuel screen in tank
Bad battery
Last but not least- kill switch ... check that you have it disengaged
I might have missed something but I’ve had the same issue over the years and checking these helped me diagnose

No petcock actually flowing like it's supposed to...that aint it.
Got new fuel pump...tested old AND new....BOTH WORKING
Got no power from where pump plugs in...what next...relay?
Bad connection? DO I HAVE TO REMOVE DUMMY TANK TO GET TO RELAY???

No, the relay is by the coils. You need to find the OEM service manual.
I can't seem to plant pics here or I'd post instructions.

It's got a relay in the tool kit holder so someone either tried to replace it before or this is a new one
I'm abt out of patience and mechanic is too far behind to get to it before sept
I may have to let set until spring unless I get lucky with relay

Re: GL1200 Turns over good but wont start...Fuel Pump?
The OEM fuel pump "relay" on a 1200 is not mechanical, but actually what some of us used to call a "solid-state switch". It permits current to flow to the pump ONLY when it gets a pulse from the ignition. If you're not getting spark, you will never pump fuel. If yours is bypassed with a relay, check to see where it's getting its actuating power.
The test procedure would be to disconnect the fuel line at the carbs and prime them from a container. If it starts, you're closer to figuring it out.

I had no power to fuel pump a few months back on a bike I was restoring. Turned out to be the rollover sensor was not mounted correctly.

Well, I pulled plugs and I'm DEF getting spark...so now maybe just replace relay and see if that solves problem? I'll also take air filter off and shoot a little starting fluid down there just to see

Keep in mind that 12s often won't run without the air filter in place.
Oh, and carbed 1200s don't have a bank angle sensor.

I'm throwin this thing in the hole until spring...waste of time you need to be a gold wing mechanic to work on this kind of sheet. I aint got that long to live to do this crap. I can make enough money in the time I waste with this to more than quadruple pay my mechanic rather than waste more time playing with this non runner that will NEVER run until looked at by a competent mechanic. I just ride the damn things I AINT workin on it any MORE I am DONE
I'll ride my HD and my roadliner these are low mile late model RUNNING bikes...LOL
