My name is TJ and I am new to the forum. This is my second goldwing. I have driven Hondas in general for years and never has this problem. I bought this bike from a guy and he told me that the carbs need to be rebuilt. So I bought a carb kit and sure enough at least 2 of the float needles were frozen into the seats. I changed all the jets and now my bike floods out bad. Gas drips from the overfill. I checked the float height and they are all 7.5 mm... I am stumped at why it keeps flooding with new needles and seats...

TJ, just a few thoughts:
1. I've worked on plenty of honda carbs and I don't think these have an 'overfill' as you put it. On other carbs I've worked on there's a tube on the float cover that only allows the level to reach a certain height before it starts to drain out of that tube. The only thing I recall on GL1200 float bowl covers is a drain. You have to open that drain valve and you can drain the bowl. Maybe yours is different than mine.
2. Did you change the needle and seat in at least the ones that were stuck? If not, those could be your leakers. Also, were the floats themselves in good shape?
3. If you removed the individual carbs from the whole unit, then the o-rings on the crossover pipes could be leaking. They could be leaking anyway.
4. Did you replace the float bowl cover gaskets? They could be leaking.

Two things. You put aftermarket parts in. That's a big no-no. Hope you didn't throw away the good stuff.
Also, it seems most people don't adjust the floats correctly.

8.14.22. Mike Nixon, who rebuilds all sorts of carburetors for Japanese motorcycles, states that you should only use Honda float seats and needles for the gold wing, he says that at least 50%⚠️of the time he’s tried to use aftermarket parts for that critical use, he says they come up leaking right after a rebuild! They are quite pricey from Honda but for such a critical area it’s false economy to use anything else.

I agree about cheap rebuild kits, Honda would be best but I have had good luck at cycle recycle pt2 for float needles using my original seat and all my original brass as well ,I just change the rubber parts, not to say brass doesn't wear look it over carefully..
Goode idea to bench test them when your done by filling them with gas using a 5 foot length of cheap clear tubing elevated above the carbs to mimic the 3 pounds of pressure on the float needles and look for leaks out the throat of each carb Optional but if no leaks I like to tip the funnel over in to the gas can so the only fuel remaining is in the carbs then drain and measure each carb bowls content in a small CC container , first one drained will have a tad more because it is also draining the gas from the main line so I repeat draining another carb first. try and do all you can when they are out.
