Air compressor/forks problem

Hey Guys!

I replaced the whole fairing because mine was really rough. Got one from junkyard and it sat there to a while during the winter. I didn't know if compressor will work but it does work. The problem is it doesn't inflate front forks. Display shows 2 bars and doesn't go any higher and also doesn't wanna deflate as well. Forks had seals and oil replaced lately.

Is it possible that it's working but it's weak? And why it still shows 2 bars and doesn't drop when I decrease?
