1985 gl1200 interceptor. new starting solenoid relay. Battery terminals are tight.
If I put 12v to the fuse +screw in the fuse box, the first fuse shows power but the rest do not. Shouldn't the one side of the fuse block all have 12v?
Needless to say It won't if turn over. Kill switch is fine, clutch switch is fine. I'm stumped.

If the starting relay isn't OEM it is probably wired wrong. (Most aftermarket are) You will have to measure it and swap some of the terminals in the plug to make it work.
Do you have the factory wiring diagram?

I do have a wiring diagram however it still bugs me why when I supply power to the fuse block, only the first fuse has power and the rest do not. I suspect corrosion in the block however it does not come apart.

That is normal and by design. Only the main fuse has direct power. Then it comes out of that fuse and goes to the ignition switch before going back to the fuse box for the other circuits that are only live when the key is on. It is all in the wiring diagram.
