Fuel pump relay.

Hello there!
New owner of a 84 gl1200 interstate
So, I'm not getting any power to the fuel pump. The harness from the relay to the fuel pump shows 12V when the key is on, when I crank the engine the volts drop very low. When I connect that harness to my new pump, nothing. No pulsing, or voltage when tested on the harness from the pigtail to the pump. Maybe the relay is bad? When i tried to jump the white and black wire on the harness going to the relay, no pumping but the wire got hot and started smoking Any help would be amazing. Thank you! Electronic stuff rattles my brain lol
