carb problem on 84' wing.

have an 84 wing that needed carbs rebuilt due to it sitting for 3 years. A friend rebuilt them & now it is hard to start & does not run smoothly. It will run smoothly then it like it catches something internally & bangs & smooths out again. It also does not like to run with the choke completely off as well. Any suggestions as to cure this problem? I put in new spark plugs & notice the left side is running rich. I replaced the fuel pump, fuel filter, air cleaner & all new fuel lines when carbs were rebuilt as well. Also cleaned out the gas tank. I added an ounce of Sea Foam & let it run several times already.
