I need some help, I was going to change out timing belts. As I was trying to get top dead center through the timing mark atop of motor, after about 1/2 way cranking seemed that motor would not turn anymore so I backed off. I removed the belts, placed the cam pulleys on timing marks with right hand one held by a wrench so it would not move. My concern is since I could not continue cranking to get top dead center, I had to remove the belts prematurely and I may not have placed cam pulleys correct even through timing marks line up on the pulleys and tdc is correct on top of motor. Is there a way to tell it is correct.

That's why there are timing marks. Line them up and you are good to go.
Did you remove the spark plugs? Not being able to turn the engine by hand is a red flag.

Yes removed plugs, I was able to turn it after removing belts and placing the cams in a neutral position. I have heard different ways of syncing cams. One way is place flywheel at tdc then line up cam pulleys to timing marks and I have also read that first line up cam timing marks then place flywheel at tdc. One more thing, if cam pulleys are lined up with timing marks does that mean that cylinder 1&3 are closed.

I have cylinder number 1 tdc and cam at correct position. Now the question is so I have to put cylinder 2 at tdc as well I order to synchronize both cams? Or is it good as it is with tdc number 1?

1&2 are both at TDC at the same time.

Make sure you turn the motor over by hand a couple of times before you start it.
