I think the seals are missing on my bike too, but haven't had any issues so far.
In my opinion, because the air filter has its own seals, maybe it is not necessary anymore. Maybe originally the air filters were not like as today. Maybe tightening the screws a little more would solve the problem. I don't know.

Sorry, I should add that I am using K/N filter that may have some differences from the OEM filter.

I replaced filter (aftermarket, not OEM) a month ago.
But I don't remember seen any difference with old one...?
