Rebound Piston Rings 1500 Aspencade

Am installing Progressive Springs in forks of my 93 1500 Aspencade. Ordered Bushing kit from All Balls Racing. Packaged nicely but no Directions. Also No Piston Rings for Damper Rods.
1st question is. How do I determine if I need to replace this part. How much resistance, or drag should there be?
How important is this with Progressive Springs?

Any ideas

If you're gonna replace the springs, you might as well just rebuild them... that way everything matches up...
