Hose on carb 1993 gl1500

I have a 1993 gl1500 aspencade. I pulled the carbs and cleaned them and replaced some vacuum lines. When putting everything back together I found a tee that is open on the back side. This tee is hooked to two lines one from each carb it then hooks to a line that runs down the side of the bike like a drain hose to under the bike where the line is open to outside air. The black to is at the bottom of the carb. I have attached a couple pictures. I’m just checking if this is right and what purpose does this tee serve. Is there something that is suppose to cover this opening in the back side of the tee? I think the one line was marked with a 9.

It is an overflow hose, the T just connects the 2 carbs to 1 hose. I don't think that T is supposed to be open like that.

As ct1500 already said, that is correct. I have a picture I took last year when I took my carbs out on the 94 model and it was like that. It does have a number 9 on a band on a hose going into the connector as can be seen in the attached picture. This was made just as I pulled the carbs up off the manifold and before I took any hoses loose from the bottom.
