95 GL1500A stumble off idle

I've been working on my dad's Goldwing. It was sitting for two years.Originally it would only idle with the choke on and any throttle input would kill it. I seafoam'd it fairly strongly with no results. I finally rebuilt the carbs, accelerator pump, and fuel petcock. Currently it takes about five seconds with the choke on and its then good to idle without it. Raising the throttle really slowly the bike responds well. Snapping it pretty fast it responds well. The problem I'm having is just off idle opening the throttle at what I would describe as a taking off pace the rpms will dip to about 500 and the bike sputters before revving or it may outright die. Passed 1500 rpm it responds well no matter what. It idles very smoothly and the guages I ordered so the carbs to be synced. I've drained the seafoam fuel and filled with regular 87 per some reading on here. Could use some advice on what to check? Thanks.

Are the rpms at idle set correctly? Too low will cause a stumble. Are the carbs synced? That needs to be done after rebuilding the carbs.

Most likely the idle jets/circuits are still partially plugged or it has a vacuum leak(s). Does it also surge when holding throttle at 1200RPM?

While you had the carbs off...did ya happen to look under the rubber matt at the 90* vacumme hose ?

I set the idle at 1000 rpm. It's where dad wants it. The carbs showed to be in sync with no adjustments after rebuilding. Seems odd to me. It idles very steady and will hold rpm steady. I didn't check under the rubber mat unfortunately. Could it be a vacuum leak with it idling good? Thanks guys. Actually 1200 rpm coming off the 1000 rpm idle is about where it stumbles.
