1994 SE GOLDWING Headlight problem
HEADLIGHT say on when bike is shut off singal light on dash both come on when I step on brakes no cruise no reverse

Maybe a bad ground somewhere, but I don't think that explains the headlight staying on. I would suspect a bad/stuck relay for the headlight.
Relay #8 if the low beams are the issue.
Relay #4 if the high beams are it.
Relay #8 if the low beams are the issue.
