Difference in forks from 1989 to 1996

I was looking at Partzilla and was looking at the forks for both my 1500's. I have a 96SE and an 89 parts bike.
I see that the 89 has a 2 piece spring, while the 96 have a one piece with a spacer. Other than that I can see no differences.
Am I missing anything. Also, why is there a spacer in the 96, and a spring in the 89. Seems like the 89 would be real soft.
My goal was to rebuild the 89 forks and install them in the 96 without the down time for the rebuild. I think the only way this would work is iff I am putting Progressive springs I the 89 forks.
Any thoughts?

If I am not mistaken, main difference is at the design of the fork tubes especially at the triple three mounting location.
