1994 GL 1500 headlight fuse

Last night at about 8:00 I left for home and 15 seconds after I started riding my headlights went out. Both high and low. Had to ride home watching the road using other traffics headlights and at times turning on my signal lights, which causes the cornering light to come on.
I had not used reverse. "park" lights and rear tail lights were still working. Went looking for a blown fuse. Fuses OK. Could both the high and low relay blow at the same time? How do I check the relays to determine if they are OK or not?

I have 2 fuse panels. One on either side. Found a 15 amp blown fuse. On the road again. Yes!
