What is this and is it suppose to be plugged with that dial thing

That is your idle adjustment knob. You can turn it to raise/lower your idle RPM. You may have to force some lubricant down into it as they have a tendency to freeze up.

Try it ….. NOT! Like said, idle speed adjustment. Don't be raising that idle much.
