Need help with fuse

I have a 1998 gl1500 that won’t start..Please look at picture, there is supposed to be a fuse. Please advise.

There is a 30A fuse under the cover, and should be a spare one under the rubber holder.

It is the main fuse that provides power to almost everywhere on the bike.
