1991 SE Cruise Control works BUT surges(Speed Varies)

1991 SE Cruise Control works BUT surges(Speed Varies)
The cruise control works (Sort Of) I can set the speed lets say 60 mph. The cycle will hold for a short time (30 seconds) Then it will start a cycle of acceleration to 65 mph, then slow down to 55 mph then a fast acceleration to 65 mph. This is not only disconcerting it is dangerous. Is there an adjustment for a steady speed at 60? I understand that if I encounter a hill it should keep pace or downhill it should back off on the throttle. There just doesn't seem to be any happy median. I have had this happen on a level road.

This is often caused by slack in the actuator cable, and it is a reasonably easy adjustment. Could be a bad speedo cable. does the speedometer needle jump ?

No the needle is as steady not jumping.
