Re: GL1500 retaining strap
Did this 15 years ago on the trike (1500), never an issue. Top has lip under seat, air pressure blows low side out, soon there is none. Front end of boot lace is loop zip tied to frame, rear is loop secured with small bungie but on my 1200, I would tie excess off at engine mount. On the 1200, I brought the lace through a small hole in cover at rear, crossed backside & out hole at front to mount, always allow excess for moving cover out of the way.

Ric "Rudy" used to manufacture and sell them online, but he passed away a little while ago. You can see reviews of his products here - it might give you some ideas of what you could do yourself:

Re: GL1500 retaining strap
After having the side cover blow off twice- one got run over-I fashioned my own keepers out of fishing line and drilled tiny holes in the covers to run the line through. They were then tied around the framework. Never lost another one!

Re: GL1500 retaining strap
Rudys panel keepers are really nice. Coming up with something diy and similar would be great. You might want to look into replacing your grommets first and see if that doesn't give an improvement. The ones I replaced are so snug now it takes a good pull to get the side covers off for maintenance. They made it so stiff that it worries me about pulling to hard on old abs.
