When I first got my 99 Apsy last March, one of the first things I did was replace the existing grips with the Oxford touring heated grips I had bought previously. They work great, but the Oxfords don't extend all the way to the end of the handlebar. On my ST1100, it wasn't an issue, because it had bar-end weights that went right on the end of the grips. Is there something I can get to cover the end of the bars on the Goldwing? (see pictures)

Not that I know of. All the bar ends I have seen are designed to fit into a hollow bar. No actual cap that you would need.
You could cut the ends off your bars or maybe drill and tap a hole to make them work, but not something I would want to do.
