After a lengthy search for the link cover, I believe about your only hope is to start contacting motorcycle wreaking yards to locate this part.

You probably know this but they are no longer available new.
As tfdeputydawg says, salvage yards and online aution site are your only avenue to locate them.

If you can't find any, you can also look at way and cable covers for machine tools. They are the same type of rubber bellows, and are made in a wide variety of sizes, so you might be able to fashion some suitable replacements.

IF you haven't found one yet, my suggestion would be to wrapping a black plastic bag around it. Extend the foot rest to it's full height first then wrap.
If it gets pinched anywhere it's pliable enough to not hang anything from working.
