Things to check: Poor installations of aftermarket lighting!
Fuses,
Relays,
Starter switch,
Wiring connectors,
Ground connections,
...

What rambozo said plus bulbs themselves.

A bit more detail would also help. Do they come on with the key and go off after starting? All running lights out? Is this a new issue? Did it ever work since you have owned it? If they were working, what was the last thing you did to the bike?

As was pointed out above there can be a lot of causes for the problem but unless something electrical has been done to the bike recently I would recommend starting with the basic easy things first. The most likely thing would be fuses and check them all. While this is not the regular expected thing to happen it did to me so I will put it next, check the bulbs. I had a large power surge caused by an alternator going out that burned out every bulb that was on at the time similar to what you ae describing. Find an easy to access bulb that isn't working to start with, no need to do a hard one just to find that is ok.
Hopefully you were using a test light to check the fuses so along the way as you take a bulb out or a connection apart make sure to see if there is or is not voltage present as it should be. If you have juice up to this point but not over there it could help to find the issue.
Try to learn from the mistakes of others..... you won't live long enough to make them all yourself!

Thanks for the replies,I will try the bulbs I've already checked the fuses and I was not getting power to the fuses for the lights so I was thinking that it might be the switch

Thats interesting since the headlight/tail light fuses are powered by the same source wire at the fusebox. You may have an issue in the fusebox so before you go testing bulbs when you have already found that you have no power at the fuse at least really check to see which fuses have power and which don't. Myself, I would try a jumper wire to the headlight or tail light fuse to see if the lights work like that, if they work it would tell you that the bubs and all of the wiring from the fuse is good.
Try to learn from the mistakes of others..... you won't live long enough to make them all yourself!

Try cleaning the starter switch. It turns off the lights while the starter is using so much power. Spray electronics cleaner into the starter switch and, with the ignition OFF, press and release the starter switch many times, spray more and press and release starter switch many times again. Then turn the ignition ON and see if the lights come on.
