I just noticed this massive crack in the fairing on my 99 Goldwing Asp. I've owned it just over a year. I was riding her over 100 miles/day to commute to/from work but I've moved and now that commute is down to less than 5 miles. The bike has never fallen over or been in an accident, so I don't know how/where this crack developed.
Is this something I should worry about? Is this something I can even attempt to repair? If so, how?

Looks similar to the crack on my 96se. It was there when I bought it. I wonder if it is a common place for them to crack.
Makes me wonder if something hit the wind guard causing stress in that area.

You can and should fix it, as it will spread farther. It's not hard to fix the plastic fairings on our bikes. Have a look here: viewtopic.php?f=14&t=54225

It's impossible for me to do major repairs or take apart my bike at my new apartment, so I can't do any repairs that involve getting to the 'back' of the fairing.
What are the best suggestions for how to resolve it just from the front?
Should I just drill a small hole to keep the crack from expanding? Are there any repairs that can be done from this side that don't damage it any further?

If it is not possible to disassemble things then about your only alternative is to try a Stop Drill procedure to keep the crack for getting longer.
You just have to be careful you do not drill into something behind where you drill the hole.

Totally understand being at an appartment. You can get that piece off in less than 30min with a philips screwdriver and whatever you need to take your seat off. Then stick everything back on without fastening everything (at least temporarily) so it doesnt look like it's being "worked on" and take the cracked piece inside to fix it.
ABS glue from the back side and maybe a small piece of ABS across the crack and it will be stronger than before. You can get ABS glue at hardware store.
