There are two starter relays, relay A and relay B. Are they both clicking?

That's likely an indication that the contacts of relay B have failed.

Replaced both relays- no change. Only option is change out the solenoid.

Your MC does not have a starter solenoid. A solenoid is an electro-mechanical device found on some starters which pulls the starter drive out and engages the contacts for the starter motor to turn. Scott rightly referred to the A and B relays as needing to be looked at that you said have been replaced.
What device then are you calling a solenoid?
