Fuel leak

My 1500 has been rather ornery lately, idle surge but runs good at speed.
Opened the air-box and noticed this while idling (pix) and seems to flow slightly more at minuscule partial throttle.
If it's torn, which diaphragm is best other than OEM, which is too UBER-EXPENSIVE.

Nope, there is no fuel above the diaphragm just vacuum. Fuel is drawn up through the jet that needle passes through. My guess is you are seeing fuel climb the needle. You can check the diaphragm for tears, and look around for other vacuum leaks. Lots of idle surge issues on 1500s. Many things can cause it but vacuum leaks are near the top of that list.

Odd since I use Carb Cleaner to wipe it clean & dry then it burbles out at the base of the needle going into the piston.
I've not opened the carb yet, hoping to thwart that issue.
Vac leaks? Oh I know those critters too well.

BTW: It's just the left carb... if it means anything. Also it's on the C-Stand while running for level fuel.
