Low fuel light, cruise control lights, and "R" stay on suddenly

Low fuel light, cruise control lights, and "R" stay on suddenly. Reverse stopped work since. It all started when I fueled up to max level of tank to my estimation. I have no clue as I just bought this 1998 gl1500SE. Any help would be appreciated.

What happens when you cycle the key?

Turn of the key they go out. It all started when I filled the fuel to the brim this am

If I pull key out, come back turn on same. Disconnected battery. Same they stay on

What I mean is what about the rest of the lights like neutral, oil, etc? There is a lamp test circuit in the LCD that turns on all the lights for a bit when you turn on the key. I was thinking maybe that has gone bad and it is stuck in lamp test. But that would be for all the lights not just the ones you mentioned.
Otherwise, the first thing I would look at are bad grounds. When strange things happen, it is more often from bad grounds and back feeding power.
Do you have the wiring diagrams?

I will look at it again today, it run runs fine but will not go in reverse. all the dash lights that come on during the "test" do not stay on. Only "low fuel, R, and both Cruise lamps". But cruise still works! Reverse is not working at all, and it did just fine before I overfilled gas tank. It started immediately after over filling the tank. I do not have a manual to look at the circuit.

By "overfilling" do you mean you actually flowed gasoline out of the top of the tank or the level came up into the neck but didn't spill out? If gasoline overflowed the tank you may have coated the contacting surfaces in one or more wire junctions. Might have to take the plastic off the sides and disconnect junctions, spray with contact cleaner, dry, then reassemble. Gasoline components don't all just vaporize off. If you're going to take the plastic off make sure to restore integrity of grounds, even under seat.
Also, what happened to me recently is a low batt. voltage caused some problems in my LCD circuit board but that is a lot more work than I would start out with at first. Reason I brought this up is a bad battery when starting can cause voltage surges the LCD board can't cope with.

I did not over flow it. Just up top of tank at the neck level. BUT the battery was dead when I bought it!!! And it's gone dead about 4 times now! I noticed an artifact on LCD screen. The lights are returning to normal after I run it down the road. Then I get it back in driveway. If I put it in reverse the lights come back on. I have a feeling the battery is damaged. With lights on 5 !I'm battery dead unless it's running.

Batteries cause weird issues so yes, you may need to start there.

I Bought a new Battery 2 days ago. Going to install this weekend. For now the issue has resolved itself.. But I noticed the lights on dash always get brighter the faster the rpm. I checked the battery with a generic tester. Its voltage is low as you described even though it has enogh power to start the bike. I will report back my findings! Thank you for being such a great resource for a newbie. I also thank Scott of Goldwing Docs for all the good info..

That is a pretty good indication that the battery is weak. A "blooming" of lights when the engine RPM is increased shows that the alternator is working and charging the weak battery.
Unless the regulator is not working correctly, and the alternator is actually putting out way too much.
A quick check with a voltmeter will confirm.
