Or at least I feel dumb asking it.
On my 98 1500, there is an unused panel on the lower left side of the fairing. I've seen some guys use the space to install a fader.
What in the world is that plate called?
What is the easiest way to remove it without breaking it?
Really dumb question

If I remember correctly, there are tabs on the inside of that cover that you can access if you remove the pocket above it. You have to be careful because those tabs are kind of brittle.

I think you are talking about the plate where the CB can go. It is called a Blind Panel and has a few part numbers depending on color.
For example in red 83149-MN5-000ZN
