Brake Pedal Travel

I have a problem with too much brake pedal travel on my 98 GL1500. Last spring I had a problem with air in the system after sitting all winter. I bled the brakes starting with the front left, then the rear. My pedal is now firm, but it feels like I need to push the pedal too far to apply the brakes. I would estimate the back pads at 75% and the left front at least 50%.

Any suggestions on how to remedy this issue would be greatly appreciated.

My 88 was the same. No air in the system and a firm pedal. Lines were replaced with new stainless mesh. Pads were new. I just moved the pedal up one tooth on the shaft and it solved the problem.
