99 GL 1500 SE
I just replaced starter relay A, (the one by the battery)
When I hit the start button, I can hear both relays A & B clicking.
But the starter motor doesn't turn. Nothing.
The 30 amp fuse at relay A is good.
Does this mean the starter motor is bad?

P.S. How do I test the starter motor?

Just because it clicks, doesn't mean it's working. Check for power in and out with a test light or a meter. Measure starter resistance, if it's open, you have a problem. You can also just power the starter with a jump wire to see if it will spin over. Usually just stuck or worn brushes that can be fixed without the need for a new starter.

Relay A is brand new, from the Honda package.
I have to assume that it's working because it clicks loudly when I hit the starter button.

Further testing....
When I hit the start button, I get a severe voltage drop, down to 5 volts or less and the starter motor doesn't even try to turn.
When I disconnect the starter motor wire from Relay B, I get only a normal voltage drop, down to about 11.9 or so.
I strongly suspect that the starter motor is toast.
Tomorrow I'll pull the starter out and check it on the bench.

Sure sounds like it's locked up. Before you yank the starter, put it in gear and make sure you can turn the engine over with the rear wheel.

Just pulled the starter out. (what a pain in the ***. Hope I can get another one back in)
It's locked up solid.
Applied 12 volts from a 50 amp charger. Nothing. And the motor has that burnt electrical smell to it.
Time to order a new one.
Most of what I see on line say "Made in China".
After my bad experience with the damned Chinese alternators, I'm very hesitant to order one of these.
Anyone have a good low mileage original Mitsuba starter they want to part with?
