Reverse problem

Just installed a new (used) starter motor, and a new RELAY A, the one near the battery.
Seems to start and run fine, but.....
99 GL1500 SE
On center stand, rear wheel off of the floor.
In neutral, side stand up.
Put it in reverse and hit the start button.
Reverse is pulsing on and off, on and off, on and off.
Never did that before. Reverse always worked
great on this bike.
Any likely places to look?

How does it react with both wheels on the ground?

Haven't tried that yet. Seat is off the bike.

It needs a load to work properly. You are tripping the overspeed safety and it is cycling. The same thing will happen with the overload if you try to back up a steep hill.

Precisely. That is why I asked how it reacted with both wheels on the ground.
