96 float height measurement

working on carb float height for '96. Attached photo shows float measurement tool in place ( black ) and gap between tool and float body due to distance that the float-end-cap protrudes beyond the float body ( right side of photo )

the edge of the end-cap on the float protrudes ( ~1 mm ) beyond the float body. is the float height measurement expected to include the distance the end-cap protrudes beyond the float body?

.. or when measuring float height, should an adjustment be made for the distance between float body and edge of the end-cap?
