Cornering Light Relays

Hi
Hope someone can point me in the correct direction. I have a 97 GL1500SE and neither of the cornering lights are working. I have checked bulbs and tapped out the wiring and I am getting no power. I have searched the official workshop manual and the Haynes but can't find anything on Cornering Lights. I see on the wiring diagram there are left & right relays but they aren't in the main relay box. Can someone tell me where I can find them please.

Pull the right and left lower fairing panels and the relays should be on the frame next to the end of the radiators, one on each side.

Really confused. No relays in sight. I am wondering if a previous owner has modified them to running lights. Thank you everyone I am going to have to dig deeper.
