My 99 doesn't have that black plastic part but it looks like a charcoal or some sort of emissions vapor recovery.

My answer to that would be to rip that whole system out, including the canister, and just seal the tubes off. But in some localities, that may be illegal, and might cause it to fail inspection (if you have inspection, and they are specifically looking for evaporative/emissions canister systems). We don't see those systems over here in the US. (well, except for California, and they are an exception to everything)

You have a California emission equipped bike which those valves are only found on. That system is for fuel vapors only, no raw gasoline. So you more likely have a carb flooding problem on one or both carbs which will cause gas in line and absent that if a valve is defective it can allow manifold vacuum to suck the raw gas out of the carbs.
