97 SE, blowing fuses

low beam and parking lights fuses keep blowing fuses, but High beam works on the headlight, I suspect it is the switch block, any one else had the problem???

Any aux lighting? Poor add-on light wiring is always the first place to look.

lights on both side of the panniers, will disconnect, and try again, but have to buy some more fuses

An add on accessory could have been installed and whoever did the installation could have just looked for a convenient hot wire and tapped into the low beam headlight wire. This would cause an overload and blow fuses. Check out if any of the add on accessories have stopped working as well. That could be your problem. It's usually something simple like that.
