I have never been called wise

Per my 1998 Electrical Troubleshooting Manual page 7-2
The tachometer is solid state which hooks up to Engine Control Module which is also solid state with Yel/Blu wire
The ground wire is green

Maybe one of the wire connectors or a pin in a connector is loose or corroded ? Maybe the plug isn't seated completely in rear of tachometer?

That is where I would start but then again I am not a smart man.
Hopefully one gets on here and tells you a quick easy fix.
Good luck and Take Care
