Cruise control on a 1989 gl1500

Hi looking for some help, on my 1500 the cruise control surges, i can set at the required speed after a few minutes the speed will rise by about 5 to 10 mph then drop back to the set speed after a while it will repeat
I have tested all the switch gear and tested the from the cruise control unit
I have changed actuator, cruise valve unit and the cruise control unit
Is there some thing else i need to check

Either here or on GoldWingFacts is a long thread about setting the cruise mechanics and how the Honda procedure is not the right way to do it. The Honda method has too much lag so there are delays on engaging, and speed hunting can happen. Search for that and read all about it. It was bad enough that Honda made changes to the cruise in the later years.
