Passenger foot boards not staying down

Hi all,
I am the proud new owner of a mint condition 1997 Goldwing SE, and slowly working my way through the bike to familiarize myself with everything. I have a minor issue, the passenger foot peg stays up in the high position. When I depress the cable, I can lower them but as soon as I take weight off the footboardsthey rise up again. I do have a workshop manual, and have tried adjusting the length of the cable under the seat with adjuster A, but it has not made any difference. The cable is definitely working since the footboards stay up, locked, and I have to press the lever to lower them. Any ideas for a remedy?

Like you I got out my Honda Service Manual

page 13-20 & 13-21

I wonder if the lever or the cable are not moving far enough so the link arm can do their job ??

Maybe the remote cable, link arms, and lever just need lubed so it will all move freely
