I have removed the air box down to carbs. I removed all the vacuum hoses besides the one going to the ecm and cross over tube for intakes. I done all this for preparation for Weber carb install kit that I bought.
So he hasn’t sent it out yet (the Weber carb) and was thinking to put carbs back on but hook up no vacuum line and leave them capped. Would this work and can be driven? I do not see why not…but rather ask. It will till I receive the carb.
Will it run?

It should run, just not great.
Are you going to dual Webers?
Who makes this kit?

Re: Will it run?
I wonder if the power increase is even noticeable?
Other than the 88-89 models that did have some issues, the stock setup does a really good job. All the vacuum controls make it behave much like fuel injection. Someone here posted a really good article on the 1500 fuel system and as I recall it has 6 different fuel circuits.
One thing it does almost perfectly is altitude compensation. I notice that the "kit" will ship with jets tuned to your altitude. I've ridden my 1500 from below sea level to almost 10,000 feet and it never skipped a beat, much like modern fuel injection.
If I was ever going to yank the stock carbs, the only reason would be to go with fuel injection. I actually planned to do this when I bought the bike, but the Honda system works so good, I said nevermind.
