I have a 1999 GL 1500 Aspencade. The temperature and fuel gauges are not working as well as the running lights. I have checked the fuses along the bike's side, but none look to be blown. I replaced a couple of them anyway but still no luck. Could this be a Relay issue? If so, which one do I check?

Check Relay #3 and make sure the electrical connections are tight and not corroded. You may have to loosen the relay panel from its mounting to check this. That would mean loosening the left saddle bag from its mount to get the relay panel loose.
