While the engine of my 1999 GL1500 is running, I can rotate the throttle from 1200 to 1100 without any change in power. It makes it hard to manage power during turns when trying to balance thrust to a lean angle. Is a loose throttle something that can be adjusted or fixed?

You can make that adjustment for cable stretch both at the grip as well as in the cable on the left side of the engine. Don't tighten it too much (there should be a little bit of free play) or you'll get binding, particularly when the steering is turned to full lock.

You should probably also lube the cables.
It won't fix the slop, but will help smooth out the pull and allow easier return to resting position.
