I had the same problem when I got my bike in 2012, I had the dealer change out the cruise control switch, thankfully it was covered by the 30 day warranty

I had the same problem when I got the bike out for the first time after our short winter break. It started working after I worked the brake and clutch a few time pushing them all the way out. I guess one of the switches was sticking a little. No problems since. I would check switches.

I had a situation on my 1500 that ended up being an incorrect bulb in one of the brake light fixtures that made the cruise think the brakes were on. Go figure..
