switch on brake shows continuity all the time never ol is this normal 2001 goldwing

Your title and description are kind of vague, so you cause us to assume(not good!)
Are you saying that the cruise won't set and you think it's because the brake switch has continuity all the time?
That would be true. Are your brake lights staying on all the time?
