handle bar vibration

is it normal to have slight vibration in the handle bar on low speeds

Yes, pretty much normal. So many possible causes. Unbalanced tires, uneven tire wear, loose or less than perfect head bearings, the style of tread on the front tire.... etc. As long as it is not a serious wobble, we live with it. A brand new Avon Cobra tire would probably eliminate it, but it will come back when the tire starts to wear.
