It is to protect your bike from melting its wiring and catching fire if there is a short circuit. And that is exactly what it is doing by blowing as soon as you put it in.
You need to find the short circuit and fix it, then the fuse will stop blowing.
You can put a 12 volt test lamp across the fuse terminals for testing - you can't run the bike this way, obviously. The lamp will light up when there is a short circuit, when you fix the short circuit, the lamp will go out. That will save you some money on fuses.
