I HAVE A 1999 GOLDWING WHAT IS THE EASIEST WAY TO CHANGE THE FOG LIGHT?

I have to assume, because of lack of complete information, that you mean replace the bulb?
Also you didn't say if you have a 99SE or an Aspencade (which didn't come from the factory with lower driving lights like the SE did) but could be added at purchase by the dealer or an owner installed, aftermarket or Honda accessory.
