Replace the GW front end power bands with some from a pre 1970 VW.

My son is going to enjoy it for many years to come.

New tires will stop the wobble every time,
make sure that you install balancing beads, ie, Dyna Beads to keep the tires balanced.
that will stop cupping, and help reduce a tendency to wobble.
my bikes have never wobbled.

Low air pressure can also cause a low speed wobble.

And what was not mentioned, but which can also cause low speed wobble, check the steering head for snuggness. Also, the steering head bearings could be not just loose, but damaged.
That said, the above comment on tires is probably the real cause.

Way past the time limit to replace those tires anyway. Going on 11 years old. No longer safe to ride.......

Re: Wobble in front end
I'll "forth" it on the tire being the cause. An 18 year old tire? Way past time to replace it no matter the mileage. Doesn't it show signs of dry rot? I think I saw a 2000 1800 which makes me wonder as I thought the 1800 was started in 2001??? OK 2007, still too old.
