Mine don't work sometimes if I turn them on immediately after starting, if I wait until the alternator kicks in and voltage gets up to 14.5 they do. I suspect the heater relay won't energize with the voltage low but haven't bothered to check. I have had to turn the ignition off and back on when I notice they are not warming up.

There is a rather lengthy series of trouble shooting steps to go though which is listed in the service manual!
When my 2006 Comfort system failed, I called 4 local dealers, trying to find 1 that knew how to service/check the system.
Even had 1 service mgr. tell me there was no heat in the passenger back rest
Anyway, best to get a service manual and DIY!

But none of the troubleshooting covers intermittent problems, other than replace part with known good one.

Correct and that is exactly what a dealer does is replace parts until he finds the culprit at $100 or so per hour labor and has no idea what he's doing and follows the same procedure as out lined in the manual!
